The North of Montana Association — better known as NOMA — represents more than 5200 families in Santa Monica’s 90402 ZIP code.  Founded in 1988, the group’s mission is to protect, conserve, and enhance the quality of life and character of its community.

Who it serves

While neighborhood groups advocate for the general population of Santa Monica, NOMA’s primary focus is on the community bordered by Montana Avenue (south), Adelaide Drive (north), Pacific Coast Highway (west) and Stanford Street (east).

Leadership

The 2026 Executive Board includes:  Bruce Leddy (Chair), Matt Goldenberg (Vice-Chair), Victor Fresco (Treasurer), Danilo Bach, Cindy Bendat, Phillis Dudick, Sue Edwards, Jeff Gordon, Ann Greenspun, Todd James, Evelyn Lauchenauer and Elizabeth Lerer.

Membership

The North of Montana Association is all volunteer-run, and while it welcomes formal members, it does not function like a traditional dues-based club with a rigid membership count. Memberships are available at multiple levels: Good neighbor ($40), Great neighbor ($75), Fantastic neighbor ($100), Hero neighbor ($250) and Superhero neighbor ($1000)

Meetings

Meetings –– held the first Thursday of each month at 7:00 p.m. –– are free and accessible to any Santa Monica resident who wants to participate.  Local government representatives and law enforcement are frequent guests at meetings.  Agenda items include items from local real estate development and traffic to public safety and overall quality-of-life.

Advocacy

NOMA, as an organized group, will often take positions on issues impacting residents within the city.  It will actively encourage members to reach out to local representative in support or opposition to proposed ordinances.  The organization states: “NOMA has no agenda of issues or established position on any issue, except as defined by a majority of residents in the area, nor do we endorse any candidate(s) for political office.”

In 2025, the group chose not to accept a $7000 yearly grant from the City of Santa Monica as it did not wish to agree to certain restrictions on its outreach and communications with residents.
